Income Support Team Administrator

Location:

Hybrid working – 3 days in the office (Horsforth, Leeds) and 2 days home working

Job type:

Full time 37.5 hours per week. Monday-Friday. Part-time would be considered, a minimum of 25 hours per week (hybrid working to be agreed)

We are now recruiting a Systems Improvement and Project Coordinator to play a central role in delivering our CORE 2026 Improvement Programme (Collaboration, Optimisation, Reporting and Efficiency).

The role

We have an exciting opportunity to join our Rental Income team as an Income Support Team Administrator. As the Income Support Team Administrator, you will provide administrative and operational support to the Income Team, with a focus on maximising rental income, supporting Housing Benefit processes, and delivering proactive low-level arrears management.

The Income Support Administrator role is a great introduction into housing income, and it offers the successful candidate the potential for career development within the team as the role supports the transition toward more automated income processes by reducing reliance on manual reconciliation and increasing focus on tenant engagement, account monitoring, and early intervention to prevent arrears escalation. Working closely with Income Officers and Finance, the postholder will ensure tenant accounts are accurate and up to date, while contributing to efficient, resilient, and scalable income collection processes. The role also supports the Income Team with general administration duties including answering the telephone to give advice and managing shared email in-boxes.

Key Responsibilities will include:

  • Work collaboratively with Finance to ensure accurate and timely allocation of Housing Benefit and other income to tenant accounts whilst also supporting the development of the upload payment improvements.
  • To maintain high levels of performance in line with business plan objectives as well as individual and collective team targets and goals.
  • To support the submission, monitoring and progression of Housing Benefit claims, ensuring timely responses to local authority queries and minimising delays to income collection.
  • To support the reconciliation of tenant accounts, ensuring rental balances are accurate and up to date, with a focus on exception reporting and resolving discrepancies as automated processes are embedded.
  • Contribute to the setting and submissions of rent and service charge submissions.
  • Process overpayments and refunds.
  • To assist in processing and validating Council Tax invoicing for management approval.
  • To have an overview of all live HB claims ensuring that breaks in claims or queries are responded to in a timely manner and systems updated. To ensure all benefit portals, HB spreadsheets and payment remittances are kept up to date.
  • To work closely with our tenants and care providers giving basic advice and support on housing benefit.
  • Maximise rental income with proactive low level arrears management. Including setting up Direct Debits and taking card payments.
  • Administration of the rental enquiry inboxes and processing of mail into the office. Including telephone queries.
  • To ensure that all records, both manual and computerised are updated in an agreed, timely and efficient manner including the completion of any necessary returns to the organisation or external agencies.
  • To deliver high standards of service in line with agreed corporate and operational service standards.

About you

The ideal candidate will have a minimum of one years’ experience in a financial administration role and be able to demonstrate the following skills:

  • Knowledge of rent collection and arrears management
  • Knowledge of the housing and or social care sector
  • Able to manage own workload and work independently as well as within the team framework.
  • Ability to document processes for the benefit of the team and others.
  • Good understanding of the need to ensure and deliver good data security
  • A ‘Can Do’ and ‘willing to help’ attitude is essential
  • Good number skills and a keen eye for detail
  • Good time management and ability to work with competing deadlines
  • Good communicator, having the confidence to interact effectively with different people, face to face, over the phone and by email
  • Deal sensitively with all enquiries and tenants queries
  • Adapt and respond effectively to change
  • Ability to work reliably and be self-motivated
  • Team player who thinks of the whole of the income team as well as regional teams.
  • Highly IT literate, with excellent spreadsheet modelling skills

You should have excellent standards of customer care and be able to demonstrate a real empathy with tenants with complex care and support needs.

About the role

We are recruiting a Maintenance and Compliance Surveyor to cover our properties in the North East including Nottingham, Sheffield and Mansfield. We are looking for somebody with extensive knowledge of property related issues to provide advice and assistance to customers/stakeholders to help them maintain their properties. You will supervise work in progress whilst adopting a project management approach on major works, ensuring compliance with relevant safety, and building legislation. You will deliver excellent customer service whilst achieving great value for money.

Reporting to the Head of Asset Management, you will work collaboratively with contractors and colleagues to ensure the delivery of high-quality surveys and maintenance service to our customers, ensure all properties are well maintained and contribute to the delivery of the Encircle Operating Plan objectives.

 

Key information:

Key responsibilities include:

  • Managing compliance related issues and taking action to avoid a breach in Legislation. This will include, Gas, Electric, Fire risk assessment, fire servicing, Asbestos and Legionella
  • Managing budgets within the above fields
  • Approving quotes, checking invoices, checking value for money and correct billing of work done, liaising with finance teams
  • Surveying void and occupied properties for Encircle future and pipeline properties and scope/raise any works needed
  • Facilitation of Encircles new property handover requirements, checking that properties refurbished by 3rd party developers meet Encircle Housing’s asset management standards
  • Undertake and review existing stock condition data and update data on property attributes to inform Encircle Housing’s future cyclical and compliance maintenance strategy and budgets
  • Specify and draw up contract documents, manage tenders, monitor the progress of projects and inspect to ensure work is completed correctly
  • Manage planned, reactive and compliance works and ensure that good practice financial controls are exercised
  • Undertake audits of work to monitor the quality of workmanship delivered by contractors. Manage, appoint, and review a portfolio of contractors ensuring that they remain compliant. Undertake regular meetings, review of performance data and on-site inspections. Taking action where required to manage under performance
  • Undertake regular property safety inspections to identify any remedial work associated with fire safety, water safety and other building compliance matters
  • Ensure that the company’s obligations relating to surveys are satisfied in connection with all Health and Safety and other regulations, undertaking risk assessment where required
  • Ensure that customers/stakeholders receive excellent service, are effectively consulted with and kept informed and work with contractors
  • Undertake a post inspection and satisfaction survey at the completion of the work.

The ideal candidate will have:

  • An excellent level of knowledge of building construction, standards, and legislation, and an ability to diagnose and specify remedies to building defects
  • An understanding of responsive repairs, voids works, and planned requirements
  • A successful track record of delivering building surveying services, and management of substantial work programmed in a similar environment
  • Experience of delivery and the actions required following fire risk assessments
  • Achievement of the annual programme of condition surveys and risk assessments
  • The ability and presence to be proactive and work on your own initiative, with limited supervision, and be able to manage contractors delivering building works at project level including H&S, quality, value and progress with excellent organizational skills
  • The ability to plan, organize and prioritize a heavy workload, whilst working on a mobile basis, and keep excellent records
  • 2 + years post qualified experience working in property management
  • Knowledge and experience in achieving high level of performance in asset management against RICS, CIOB
  • Knowledge and experience with FRA regulations
  • An HNC or equal qualification

You should have excellent standards of customer care and be able to demonstrate a real empathy with tenants with complex care and support needs.
This role will be home based and involve travel throughout the North of England with occasional travel to our head office in Leeds.
