The Social Tenants’ Access to Information Requirements scheme (STAIRs)

If you want to find information about your landlord, or request specific performance data or other information, you will be able to do this through STAIRs.

What is STAIRs?

STAIRs stands for the Social Tenants’ Access to Information Requirements scheme. It is a new UK Government standard designed to give tenants of private registered social housing providers, including Encircle Housing, clearer access to information about their landlord.

From 1 October 2026, private registered social housing providers will need to publish information about how they manage homes and deliver services. This will help tenants better understand how their landlord operates and makes decisions. You can find this in the drop down boxes below.

From 1 April 2027, tenants will also be able to request information directly from their landlord. In most cases, providers will need to respond within 30 days. We will continue to update this page as more information becomes available.

Much of the information we will need to publish under STAIRs is already available on Encircle Housing’s website. To make it easier to find, we have grouped the information under the STAIRs categories below and included links to the relevant pages.

We publish details about our spending, grants and loans in our financial statements and in our tenants Annual report. These can be found on our publications section and are updated annually. You can also find information about our rent and service charges within this section.

We are developing a corporate plan based on our current five-year plan. We will publish this information when it becomes available.

We publish updates on website:

  • Quarterly performance: We regularly publish updates in How have we been doing
  • Performance reviews and internal audits: we publish the results from TIAA, our Internal Auditors and value for money in our Annual Report. The Housing Ombudsman publish decisions on any cases investigated on their website.
  • Tenant Satisfaction Measures (TSMs): the latest TSM data is published here and includes the following information:
    • Overall satisfaction
    • Keeping homes safe, secure and in good repair
    • Tenancy and housing support
    • Tenant involvement
    • Being respectful and effective handling of complaints.
  • Media releases: information produced by our communications team are published in the News section of the website

  • Information request data: we do not yet have any data to report
  • Information request responses: we do not yet have any responses to publish, and are reviewing how we might share this information in future
  • Health and safety performance and assessments: not currently available
  • Maintenance work: not currently available
  • Regulator of Social Housing: On 14 August 2026, the Board of Encircle Housing, through its Chair Alistair How, formally wrote to the Regulator of Social Housing requesting a review and removal of the Regulatory Notice issued on 10 April 2019. The Board’s position is that the Notice no longer accurately reflects Encircle Housing’s current governance, financial strength, risk profile or operational performance following seven years of sustained improvement and regulatory oversight. Encircle Housing is currently waiting for feedback from the Regulator on the submission
  • Information held in registers required by law: We have building safety information for specific buildings. We have published the results of our risk assessments and certificates for fire, electrical, gas, water hygiene and damp and mould in our Annual Report.
  • Other lists and registers relating to the management of social housing: the majority of our social homes are let through our allocations and letting process. There are some vacancies within our current homes that are also published on the available properties section of our website.

The Publications section on our website contains some of our decision making policies as well as our policies relating to the management of social housing. We are currently updating this section.

We are going to be producing an online form to request information under STAIRs. This will be available by April 2027.
